A unique private innovative project Technopolis Gusev, was presented to Prime Minister Vladimir Putin within the framework of the Development of North-West of Russia: 2011-2012 inter-regional Conference held in Cherepovets.

Its successful implementation creates prerequisites for the development of the Kaliningrad region into one of the world's largest industrial and research areas in the high technology field. The Technopolis Gusev Project is an example of whatever innovative development and economic recovery of small cities of Russia can be done even today by private investors with effective support by the state.

"This is a brand new production, new technologies. Together with young scientists from BFU, we hope to create a separate cluster of IT-technologies, microelectronics - all that is now called the innovative technology. An important part of the Project is the construction of residential complex for scientists and the plant specialists. If these projects are supported, we expect to receive funds for their implementation on co-financing terms. We say that the Kaliningrad region is a region profitable for investment; we say that there are investors already and that they are willing to invest, we're talking about state-private partnership, we support young scientists, we are developing the social sphere, creating jobs, and we need federal support for that. The projects' realization depends on the Party position", - said NN Tsukanov, the Kaliningrad region Governor, while introducing the Project at the conference.

"The state could participate more actively by federal budget finances in the development of the social component of major innovation projects such as Technopolis Gusev by sharing the costs with the regional budgets of all levels. "Private investors should be encouraged - those who are ready to develop both the industrial zone and the social sphere and everyday recreation within their clusters. In the Gusev city vicinity, they intend to build gated development and other social facilities for young scientists involved in the Technopolis enterprises. The Project is unique by the allotment of more than 50% of the territory (according to the existing plan) to the development of non-industrial infrastructure. Only by developing the creative environment so vital for the normal living of highly skilled professionals it is possible to avoid the "brain drain" problem that exist in our country”, - said Sergey Orlov, the Deputy Director for the Technopolis Gusev Development, while presenting the Project in Cherepovets.

"The Strategy of Socio-Economic Development of the North-West of Russia until 2020. The Program for 2011-2012" Interregional Conference was dedicated to priority areas of the North-West of the Country. It completes a series of forums that were held in all federal districts of Russian Federation during the past year and a half. The aim of the conference was presenting the most important regional projects and reviewing strategies for their support by the State enabling more effective development of such projects.
