For the first time in Russia, the meeting of the Coordination Group for Digital Broadcasting (CT CV) of the Regional Commonwealth in the Field of Communications (RCC) was held at a commercial company headquarters – the General Satellite Corporation, Russia's TV decoding equipment biggest developer and manufacturer. The event showcased new services to be introduced at the transition to digital television.

During the meeting, representatives of the General Satellite Corporation presented the manifold services functioning provided by the Control System Middleware for Operator Activities (CSMW), developed by the Company specialists. The demonstration of new technological solutions by the General Satellite providing access to public services across digital terrestrial broadcasting caused a particular interest. The meeting participants, including representatives of government communications agencies of Russia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova and Uzbekistan, were able to see the work of the system (developed by the General Satellite Corporation) of alerting the public about emergency situations as well as the public services access system working through the TV receiving equipment and the infobanners and TV-mail functioning.

The business meeting framework allowed the participants to actively exchange views on the national television digitalization process. For example, a detailed report on the transition to digital broadcasting in Belarus was presented by S.V. Dudarev, the head of broadcasting and satellite services of the State Supervision for Telecommunications of the Republic of Belarus.

The meeting adopted draft "Guidelines for the Technical Basics of Network Planning for Digital Terrestrial Television Broadcasting", considered the experience and plans for the introduction of digital terrestrial television broadcasting, the prospects of using the 174-230 MHz frequency band and proposals for further action, promoting the use of this band in the RCC countries. The meeting participants exchanged information on the frequency assignments coordination results between the RCC countries and other countries. The meeting discussed proposals on the technical basics of DVB-T2 NTSTV network planning.
